School Grants 2023-24 Released for Education & Sports in Telangana State, SS, Hyderabad

In a recent communication from the Director of School Education & Ex-Officio State Project Director, Telangana State, Hyderabad, it has been announced that school grants for the year 2023-24 will be released to various schools in the state. Smt. A. Sridevasena, I.A.S, the present Director, sanctioned the release of 50% Composite School Grant and Sports grant to government and local body schools, model schools, tribal welfare schools, sports schools, and other state government schools as per the Annual Work Plan and Budget 2023-24.

Composite School Grant:

The Composite School Grant is divided based on enrollment slabs, with different unit costs for elementary and secondary schools. The grant allocation is as follows:

Sports Grant:

The Sports Grant is categorized based on school types, with different unit costs for each category. The grant details are as follows:

The total grant to be released, accounting for 50% of the funds, amounts to Rs. 42,32,22,5001 (Rupees Forty-two Crores thirty-two lakhs and twenty-two thousand only).

It is now requested that the State Finance Controller of the office releases 50% of the aforementioned amount, i.e., Rs. 42,32,22,000 (Rupees Forty-two Crores thirty-two lakhs and twenty-two thousand only), towards the Composite School Grant & Sports grant to the School Management Committees (SMCs) of government, local body schools, model schools, tribal welfare schools, sports schools, and other state government schools for the year 2023-24 in the state as per the district-wise breakup.

It is commendable to see the government’s focus on education and sports in Telangana through the allocation of these grants. The funds will help in the development of schools and support various educational initiatives, ensuring a conducive environment for learning and promoting physical activities for students.

Title: Guidelines for Utilization of Composite School Grant in Telangana

Introduction:
Education plays a vital role in shaping the future of a nation. In order to ensure the holistic development of students and the effective functioning of educational institutions, the Government of Telangana, under the Samagra Shiksha initiative, has released the Guidelines for Utilization of Composite School Grant for the year 2023-24. These guidelines aim to provide financial assistance to all Government Schools, Model Schools, and TWPS schools in the state, facilitating the smooth implementation of various educational activities and infrastructure improvements. Let's delve into the details of these guidelines and their significance.
Allocation of Grant:
The Composite School Grant has been allocated based on the enrollment slab of students in each school. The following slabs and corresponding grant amounts have been proposed for release:
1. Primary, Upper Primary, and High Schools of all Government Schools:
- 1 to 30 students: Rs. 10,000
- 31 to 100 students: Rs. 25,000
- 101 to 250 students: Rs. 50,000
- 251 to 1000 students: Rs. 75,000
- Above 1000 students: Rs. 1,00,000

Utilization of Grant:

The guidelines emphasize the prudent utilization of the grant to enhance the educational environment and provide necessary resources. Here are the key areas where the grant can be utilized:

1. Provision of Stationery: The grant can be used to procure essential stationary items such as chalk pieces, white papers, and registers. Additionally, funds can be allocated for conducting examinations.

2. Celebrating National Festivals: Schools can utilize the grant to organize events and activities on national festivals such as Independence Day and Republic Day, promoting patriotism and national integration among students.

3. Payment of Utilities: The grant can be utilized to cover electricity and internet charges, ensuring uninterrupted power supply and access to online educational resources.

4. Repairs and Maintenance: Funds can be allocated for repairing computers, projectors, K-Yan devices, televisions, and other electronic equipment. Minor repairs to doors, windows, and flooring can also be undertaken.

5. Digital Learning: Schools can utilize the grant to cover cable and internet charges related to digital classes. Additionally, funds can be allocated for purchasing consumables and chemicals for science laboratories and repairing laboratory equipment.

6. Sanitation and Hygiene: A portion of the grant (10%) should be used to maintain hygienic toilets, provide clean drinking water, and ensure overall cleanliness and sanitization of the school premises.

7. Sports Materials: As per the guidelines of the Ministry of Education, the grant can be utilized for purchasing sports materials, promoting physical education and sports activities among students.

General Guidelines:
To ensure transparency and accountability, the following general guidelines should be adhered to:

1. Resolutions: The School Management Committee (SMC) should pass resolutions regarding the utilization of the grant, and these resolutions must be maintained for reference.

2. Social Audit: SMCs should conduct social audits to monitor the utilization of the grant and ensure that it is used in accordance with the guidelines.

3. Record-Keeping: Stock and issue registers should be maintained for all procured items, and the expenditure and available balance should be displayed on the school notice board. Cash books and vouchers should be maintained for all transactions.

4. Monthly Meetings: Monthly SMC meetings should include discussions on the utilization of grants to promote transparency and gather inputs from various stakeholders.

5. Responsibility: Headmasters are responsible for ensuring that grants are utilized as per the guidelines at the school level. The District Educational Officers (DEO) and Mandal Educational Officers (MEO) will monitor the utilization of grants.
