Enhancing Foundational Literacy and Numeracy in Telangana State: SCERT’s Training Program

 Implementation of Foundational Literacy and Numeracy (FLN) Training in Telangana State, Hyderabad

Introduction

The Telangana State Council of Educational Research and Training (SCERT) has taken a significant step towards improving the quality of education by implementing the Foundational Literacy and Numeracy (FLN) program. As part of this initiative, a comprehensive training program has been organized for primary teachers to enhance their skills and knowledge in foundational literacy and numeracy. This blog post aims to provide an overview of the training program and the instructions for conducting district-level and mandal-level trainings.

State Level Training Program

The State Level Training Program on Foundational Literacy and Numeracy (FLN) was held from 13th July to 15th July 2023 at the TSIRD, Rajendranagar, Hyderabad. The program aimed to equip primary teachers with the necessary tools and techniques to effectively teach foundational literacy and numeracy skills to students. It served as a platform to disseminate best practices and instructional strategies to improve learning outcomes.

District Level Trainings

To ensure effective implementation of the FLN program, district-level trainings are scheduled to be conducted. The district-level trainings will take place as follows:

1. Planning Meeting: A planning meeting related to the district-level training will be held on 18th July 2023 to discuss the details and logistics of the training program.

2. Training to Mandal Level Resource Persons: From 19th July 2023 to 21st July 2023, training will be provided to Mandal Level Resource Persons. Six resource persons per Mandal (two for each subject – Telugu, English, Mathematics) will receive training to act as mentors and facilitators for the subsequent mandal-level trainings.

3. Training for Urdu Medium Teachers: For teachers in Urdu medium schools, the training will be conducted in two spells at the district level. The first spell, focusing on Urdu and Mathematics subjects, will be held from 19th July 2023 to 21st July 2023. The second spell, focusing on English, will take place from 24th July 2023 to 26th July 2023. (Note: Hyderabad district is exempted from this arrangement).

Mandal Level Trainings

Mandal-level trainings are an essential component of the FLN program to ensure uniform implementation across all levels. The mandal-level trainings are scheduled as follows:

1. Planning Meeting: A planning meeting related to the mandal-level training will be held on 22nd July 2023 to discuss the logistics and arrangements for the training program.

2. Training for Telugu/English Medium Teachers: Mandal-level trainings for teachers in Telugu and English medium schools will be conducted over three spells. The first spell, focusing on Telugu, will be held from 24th July 2023 to 25th July 2023. The second spell, focusing on Mathematics, will take place from 26th July 2023 to 27th July 2023. The third spell, focusing on English, will be conducted from 31st July 2023 to 1st August 2023.

Instructions for DEOs

The District Educational Officers (DEOs) play a vital role in ensuring the smooth conduct of the training programs. The following instructions are provided to the DEOs:

1. District-Level Trainings:

  • A three-day training program for each subject should be conducted at the district level.
  • Two teachers per subject from each mandal should attend the district-level training.
  • Adequate facilities, including internet access, technical resources for presentations, drinking water, and toilet facilities, should be provided at the training venues.
  • A detailed timetable and session-wise topics should be discussed before the training program.
  • After the training programs, documentation should be sent to SCERT, and resource persons should bring textbooks of classes I to V.

2. Mandal-Level Trainings:

  •  A two-day training program for each subject should be conducted at the mandal level (Telugu – 2 days, English – 2 days, Mathematics – 2 days, Urdu – 2 days).
  • Teachers can attend training for a maximum of two subjects.
  • Schools should not be closed during the training programs.
  • Ensure availability of internet access, technical facilities, drinking water, and toilet facilities at the training venues.
  • The Mandal Educational Officers (MEOs) should supervise the training programs and appoint Course Directors accordingly.
  • A detailed timetable and session-wise topics should be discussed before the training program, and resource persons should bring textbooks of classes I to V.
  • Documentation should be sent to the district-level authorities.
  • DRGs, SRGs, sectoral officers, and DIET lecturers should visit the training venues to monitor and provide support.
