Filling up of Vacancies in Telangana Education Department :: Samagra Shiksha

Introduction:

The Telangana State Department of Education, under the guidance of the Director of School Education and the State Project Director of Samagra Shiksha, plays a crucial role in ensuring quality education for all. To address the vacant positions of Data Entry Operators, Inclusive Education Resource Persons, MIS Coordinators, System Analysts, and Assistant Programmers in District Project Offices and Mandal Resource Centers, the department has recently issued proceedings to expedite the recruitment process. This article aims to provide a detailed overview of the proceedings and the instructions issued to streamline the selection process.

Background:

The proceedings, numbered 2019/SS/T4/2019 and dated 06.11.2019, were initially released by the Telangana State Department of Education. Subsequent references (dated 14.11.2019, 18.11.2019, 20.01.2020, and 09.03.2022) have been made, which emphasized the need to fill the aforementioned vacancies promptly. The selection process was initially withheld, but with the recent permissions granted on 10.02.2023, as mentioned in the government memo (No. 11433/SE.Prog.I/A1/2022), the department is now ready to proceed with the recruitment.

Revised Criteria and Instructions:

In light of the permissions granted, the proceedings have outlined revised criteria and instructions to be followed during the selection process. The District Educational Officers (DEOs) and Ex-Officio District Project Officers (EO-DPOs) of Samagra Shiksha in the state have been entrusted with the responsibility of implementing these guidelines. The revised criteria, pertaining to sub-clause (b) and (c) of Clause 13 of the initial notification, have been provided to ensure transparency and efficiency in the selection process.

Schedule and Guidelines:

To ensure a smooth selection process, the DEOs and EO-DPOs have been instructed to adhere strictly to the guidelines mentioned in the notification dated 06.11.2019, along with its subsequent amendments and modifications. Additionally, a schedule has been laid out for the selection process, which needs to be followed meticulously. The selection of candidates will be based on merit and the rule of reservation, as outlined in Clause 6 of the notification. It has been emphasized that a fresh roster, starting from cycle 1, must be drawn for each category of post and for each new district, as per Clause 11 (i) of the notification.

Constitution of District Level Committee:

To finalize the selection process as per the notified vacancies, a District Level Committee comprising key officers has been formed. The committee includes the District Collector as the Chairman, the District Educational Officer as the Member Secretary, and one District Officer nominated by the District Collector as a member. This committee will ensure a fair and unbiased selection process.

Contractual Agreement and Compliance:

Upon the candidates joining their respective positions, the DEOs and EO-DPOs are required to enter into a contractual agreement with them. The agreement will be effective from the date of joining until 24.04.2024, and it must adhere to the existing procedures. The concerned officers are requested to complete this process without deviation and provide a compliance report by 15.07.2023. Any deviation from the instructions may lead to serious consequences for the responsible officers.
